'What is the Energy Performance of Buildings Directive?'
On the 4th January 2003, the Directive 2002/91/EC of the European Parliament and Council on the energy performance of buildings took effect. The objective of the Directive is to highlight awareness of use in buildings and is intended to lead to substantial increases in investments in energy efficiency measures within these buildings. Both domestic and non-domestic buildings must comply to legislation by the 4th January 2006 and the majority of the responsibility will fall on Building Service Engineers.
Energy Performance Directive update 1/11/05
It was intended that the legislation would come into effect in the UK on 4th January 2006. However due to administrative delays the revised date for implementation is now scheduled for APRIL 2006. The process is being supervised by the Office of the Deputy Prime Minister and it is anticipated that details pertaining to the implementation, inspection format and the issuing of certification will be announced by late December 2005.
Why was the Directive introduced?
The 160 million buildings in the EU use over 40% of Europe's energy and create over 40% of its carbon dioxide emissions and that proportion is increasing. Under the Kyoto Protocol, Europe is committed to reducing emissions and the Directive is intended to contribute to achieving this.'(source energy2000.co.uk)
